In Illinois used oil filters are not regulated as a hazardous waste. Filters fall under the EPA classification of a "Special Waste". Disposal may require special handling.
Filters should be drained for 24 hours. This is mandatory and a sign should be posted in the shop area to this effect. Filters can then be disposed of as any other solid waste. These filters end up in a landfill site. This practice is legal and probably would not cause future problems for the generator.
Please keep in mind, however, that laws can change and be made retroactive. If a landfill were to become contaminated with heavy metals, high chlorine levels or PCBs the EPA would look to sources that would create this contamination. Used oil can be one of the reasons for high concentrations of these elements. This would mean whomever put used filters in the site could be held liable for cleanup costs.
The decision is up to you, the generator of this special waste. Excel Environmental does offer disposal of used oil filters. Every part of the filter is recycled-nothing ends up at a landfill. This means complete protection for your organization.
